房价真的跌了！


　　


“9月份商品住宅销售价格稳中有降。”10月20日，国家统计局公布的数据显示，2021年9月，70个大中城市商品住宅销售价格环比总体呈略降态势，同比涨幅持续回落。


　　


上半年还是一片热火朝天的楼市，却突然伴随着气温的走低进入“速冻”。几个月的时间里，楼市发生了什么？未来还会再降吗？


　　


全面下跌！6年以来新房价格指数首次下跌


　　


“最值得关注的自然是新房价格指数环比涨幅首次为负。统计显示，这也是2015年5月份以来首次下跌，换而言之，这是77个月以来首次的下跌。”易居研究院智库中心研究总监严跃进表示。

从新房来看，一线城市新建商品住宅销售价格环比由上月上涨0.3%转为持平。其中，北京环比由上月上涨0.2%转为持平；广州下降0.1%，与上月相同；上海和深圳均上涨0.2%，涨幅比上月分别回落0.2和0.8个百分点。


　　


“上海和深圳虽有上涨，不过这两地在严格执行限价，其房价上涨的态势是完全可控，价格上涨也不会传导到周边城市。”58安居客房产研究院研究总监陆骑麟表示。


　　


二线城市新建商品住宅销售价格环比由上月上涨0.2%转为持平，三线城市新建商品住宅销售价格环比由上月持平转为下降0.2%。


　　


“最值得关注的是三四线城市。此次三四线城市房价指数数据首次下滑，也是2020年3月份以来首次下跌，自然需要格外注意此类风险。”严跃进强调。

二手房的降温则更为明显。一线城市二手住宅销售价格环比由上月上涨0.2%转为下降0.4%。其中，北京、上海和广州环比分别由上月上涨0.4%、0.2%和0.5%转为下降0.2%、0.6%和0.4%；深圳下降0.5%，降幅比上月扩大0.1个百分点。


　　


“这和实际感受非常接近，近期部分城市二手房腰斩交易态势，说明市场本身进入明显的降温周期。”严跃进说。


　　


二线城市二手住宅销售价格环比由上月持平转为下降0.1%，三线城市二手住宅销售价格环比下降0.2%，降幅比上月扩大0.1个百分点。


　　


“一线城市和热点二线城市二手房成交量已经不足高峰时的三分之一，交易量回落伴随着成交难度的加大。”陆骑麟表示，据58安居客房产研究院统计数据，9月全国二手房成交周期环比出现明显上涨，达到去年5月以来的新高。

信贷收紧为“速冻”最大原因


　　


“上半年信贷相对宽裕，但三季度出现了放款难，特别是热点楼市城市，包括华东、华南，楼市房贷排队现象严重，严重制约了楼市成交。”中原地产首席分析师张大伟认为，房地产信贷收紧是出现市场全面速冻的最大原因。


　　


张大伟表示，三季度房贷(居民户中长期贷款)同比减少5100亿元。房贷全面收紧，放款普遍都在3个月以上，部分城市甚至需要6个月以上，导致全国楼市二手房交易接近停滞，上海、深圳、北京二手房交易都已经跌至历史低点。


　　


“今年前三季度，个人住房贷款发放金额保持平稳，与同期商品住宅销售金额基本匹配。少数城市房价上涨过快，个人住房贷款投放受到一些约束，房价上涨速度得到抑制。房价回稳后，这些城市房贷供需关系也将回归正常


”在央行15日举行的2021年第三季度金融统计数据新闻发布会上，金融市场司司长邹澜强调“保持房地产信贷平稳有序投放，维护房地产市场平稳健康发展”，被认为是房地产信贷政策触底转向、市场至暗已过的信号。


　　


业内预计，后期银行将矫正偏紧的房地产信贷政策，准确理解和执行对踩线房企的信贷措施，特别对于红档企业也将给予相应的信贷支持。

后续房价或将持续回落


　　


“尽管近期有一些信贷等政策放松的表现，但是要真正影响市场基本面是有时间滞后的。从降温周期的历史规律看，往往会持续8个月的时间。”严跃进认为，当前可以认为房地产市场明显进入降温周期。


　　


“从普涨到普跌，其实只用了3个月。”张大伟同样表示，四季度全国大部分城市将进入明显的调整周期，“如果从10月开始，房贷没有明显放宽，价格战将成为四季度房地产市场的主要关键词。”


　　


陆骑麟也认为，全国新房市场已经处于量价齐跌的状态，并且随着年关将近，开发商为完成全年销售目标，降价求售的现象会更凸显，预计四季度各城市新房价格将持续回落。


　　


“要明确认识到当前房价的矛盾，警惕房价从‘过热’转为‘过冷’的风险。”严跃进称，要密切关注降温周期中各类市场交易，注意风险的把控，防范各类价格过快下跌或市场恐慌情绪。


　　


房地产市场的“大起”或是“大落”同样都会带来压力和风险。面对这波房价下降，一些城市开始稳定房地产市场预期，出台“限跌令”，包括张家口、菏泽、岳阳、昆明、沈阳、江阴、桂林、株洲、唐山等，已超过15个城市。
