<span style="text-decoration: underline;"><em><strong>基本情况：</strong></em></span>大新镇张路口村村民朱某东与朱腰庄自然村村民朱某普、朱某言等10户签订《租赁合同》，租赁农用地面积18.98亩。朱某东、朱某伟、杨某强三人未经批准擅自占用其租赁的土地建设砂石场牟利。2019年12月9日，太和县自然资源和规划局对上述三人涉嫌破坏农用地进行立案调查，调查发现，当事人违法行为涉嫌触犯《中华人民共和国刑法》第三百四十二条之规定。2020年1月7日，太和县自然资源和规划局向太和县公安局送达《涉嫌犯罪案件移交书》（太自然资执函〔2020〕9号），将该案移交太和县公安局处理。

<span style="text-decoration: underline;"><em><strong>基本情况：</strong></em></span>临泉县邢塘街道办牛庄社区牛庄村村民郭某成分别与该社区闫庄村闫某等村民签订《租地合同》，郭某成未经批准以每年每亩1500元钱的价格长期租赁其位于牛庄村闫庄东、S102南侧土地16.7173亩建设城东停车场，其中占用耕地15.706亩，不符合邢塘街道办事处土地利用总体规划，其行为违反了《中华人民共和国土地管理法》第四十三条、第四十四条的规定，属违法占地行为。
